It Starts at the County Level
The first official step in certifying an election in Mississippi happens at the local level. Each of the state's 82 counties has a five-person County Election Commission. These commissioners, elected from each of the county's supervisor districts, are responsible for the hands-on work of running general and special elections. After Election Day, their most critical task is to 'canvass' the returns. This isn't just a simple count. The canvass is a formal review process where commissioners examine the vote totals from every precinct. They also process and rule on the validity of affidavit ballots (those cast when a voter's eligibility is in question) and ensure all properly submitted absentee ballots are included in the final tally. This meticulous,
legally-guided review is designed to create an accurate and complete record of the county's votes.
The First Deadline: County Certification
Once the county's canvass is complete, the results are made official at the local level. The County Election Commission formally certifies the vote totals for all federal, state, and county races. This certification attests that the numbers are a true and accurate reflection of the ballots cast within their jurisdiction. State law sets a clear deadline for this crucial step. County Election Commissioners are required to transmit their certified results to the Mississippi Secretary of State's office within 10 days of the election. This handoff is a pivotal moment, marking the transition from local oversight to state-level aggregation and verification. Until this report is sent, the statewide picture remains incomplete.
The State's Role: The Secretary of State
When the certified results from all 82 counties arrive, the responsibility shifts to the Mississippi Secretary of State, who serves as the state's chief elections officer. The Elections Division within the Secretary of State's office manages the Statewide Elections Management System (SEMS) and is tasked with compiling the data from every county. This isn't just a copy-and-paste job. The Secretary of State performs a final statewide canvass, or tabulation, of the returns. This process aggregates the county-level reports into a single, official statewide result. It is the final check to ensure that the numbers from across Mississippi are compiled correctly before the election can be officially declared over.
The Final Word: State Certification and the Governor
Mississippi law provides a specific window for this final step to be completed. The Secretary of State has up to 30 days after the election to finish the statewide canvass and formally certify the results of the election. This certification is the definitive declaration of the winner in each race, from local contests to federal offices. The process reaches its official conclusion when the Secretary of State submits a certified copy of this final tabulation to the Governor. It's this last action that finalizes the election results, transforming the unofficial numbers reported on election night into a settled, legally binding outcome. While the initial counting is fast, this deliberate, multi-layered certification process is built for accuracy.
