WASHINGTON – Ukraine’s ambassador to the United States insisted that leaders in Kyiv are not playing “a game of chess” with their recent drone strike on an Iranian ship and have no interest in leveraging their conflict with Russia into a wider, global war in the Middle East.
“My president cares only about stopping the war in my country,” Ambassador Olga Stefanishyna said during in a brief interview with USA TODAY after an event in Washington on July 30.
"People are dying – this is what we care about,” she said, her voice filling with emotion. “We're not connecting any wars. We're not building any policy behind that. And we are just trying to survive, go through the winter, and make the war stop."
The ambassador’s remarks come days after Ukraine
used drones to strike an Iranian cargo ship in the Caspian Sea on July 25, killing a civilian sailor. Kyiv accused the vessel of ferrying military equipment between Iran and Russia. The strike preceded a trip by Ukrainian President Volodymyr Zelenskyy to Washington to meet with President Donald Trump and attend the funeral of Sen. Lindsey Graham, a Republican from South Carolina and one of Congress' most vocal supporters of Ukraine in its fight against Russia.
The friction between Iran and Ukraine prompted accusations that Zelenskyy is trying to draw the United States and Russia into a singular conflict that Trump and the West are unable to ignore.
Iranian foreign minister Seyed Abbas Araghchi called Ukraine's attack"a blatant UN Charter violation done at Israel's behest to drag Europe into its war."
Ebrahim Azizi, who serves as head of the Iranian parliament’s National Security Commission, said Iran would retaliate.
“Any attack on Iran always comes with a cost; the U.S. and Israel are well aware of this,” Azizi wrote on X. "Ukraine, too, may soon come to understand that Iran does not let actions go unanswered,” he wrote.
Zelenskyy, meanwhile, promised that he'd be sharing intelligence with Ukraine's military partners "regarding Russia’s new assistance to the Iranian regime." He accused Russia of sharing its satellite surveillance of U.S. military facilities in several Gulf states with Iran.
"There is a clear correlation between Russia’s satellite imagery of these sites and Iranian strikes – both before the attacks, in preparation for them, and afterward, to assess the damage inflicted," Zelenskyy wrote in a social media post. "The purpose is clear."
Trump had denied a day earlier that Russia was participating in Iran's war with the United States. "If they did, it would be very bad for them — certainly not in their best interests," he wrote in a Truth Social post.
By the time Zelenskyy reached Washington, however, his government had started dialing down its rhetoric. Ukraine's foreign minister, Andrii Sybiha, said he called his Iranian counterpart, Araghchi, and urged restraint.
Zelenskyy later had an informal conversation with Israeli Prime Minister Benjamin Netanyahu at Graham's service and a formal meeting at the White House with Trump and other U.S. officials.
Stefanishyna told reporters at an event sponsored by the Christian Science Monitor on Thursday, July 30, that Ukraine's only intention is to deprive Russia of the means to wage its war against her country. She called the attack on the Iranian vessel "unintentional" and said the call between Iranian and Ukrainian officials resulted in a de-escalation.
"The purpose of this ... call was to send a signal that we are not willing to escalate the situation," she said of the diplomacy.
Later, when pressed on whether Ukraine initially sought to link the wars to get Trump's attention, she told USA TODAY: "We are not ever going to stop highlighting any information about anyone who serves as a strategic enabler, either Russian aggression against Ukraine or where Russia tries to become a strategic enabler for anyone who ... attacks the allies of Ukraine, who provide the vital support for Ukraine."
Iran's long military relationship with Russia
Iran has had a longstanding military relationship with Russia, which has been at war with Ukraine since 2022. Tehran has sent hundreds of drones to Moscow since the start of the war with Ukraine and has provided blueprints, designs and other technology to help Russia build its own facilities to manufacture the weapons, U.S. intelligence agencies have said, according to published reports.
For its part, Russia has provided satellite imagery that Iran has used to track U.S. troops, warships and aircraft, according to published reports. U.S. intelligence agencies are reportedly investigating whether Russia provided information that aided Iranian attacks on CIA facilities in the Gulf, including a March 3 strike on the CIA station in Riyadh, Reuters reported.
Concerns that Russia could be providing targeting data to Iran intensified after strikes earlier this month on a U.S. air base in Jordan, where Iran struck army barracks with ballistic missiles, killing two soldiers, according to Reuters.
Stefanishyna said during Thursday's event that Iran's drone shipments to Russia came up during the phone call with Iran's foreign minister.
'The Iranians will respond'
Ukraine’s strike against the Iranian cargo ship July 25 was a major escalation in tensions between the two countries, said Trita Parsi, a Middle East expert and executive vice president of the Quincy Institute for Responsible Statecraft, a Washington-based think tank that advocates for military restraint.
Parsi spoke to analysts with ties to the Iranian government who told him that, for Iran, the tension over Ukraine’s attack on the ship is not over.
“The Iranians will respond to this,” Parsi said. “The question is when and how.”
Iran’s response could come after its war with the United States has been resolved or at least de-escalated, Parsi said analysts told him. “If it’s done afterwards, it reduces the risk that an Iranian response actually contributes to the merging of the two theaters,” Parsi said.
There had been circumstantial evidence that Zelenskyy was looking to merge his country's war with the United States’ conflict with Iran, Parsi added.
From the beginning, Ukraine has been trying to draw the United States more deeply into its war with Russia – not only through U.S. support and weaponry but also through military operations, Parsi said. At a minimum, he said, the Ukrainians have been tempted to help the United States by providing drone technology and other resources "in a manner that would bring the U.S. into the Ukrainian war in a deeper way."
"That, in and of itself, would be the beginning of the merging of the two wars," he said.
Fusing the two wars would be a risky move that could lead to global conflict, Parsi said. U.S. personnel, intelligence assets, logistics, and operational planning would become increasingly intertwined across the two theaters. European governments would be forced into taking sides in the conflict because of their commitments to Ukraine. And Iran’s allies in the Middle East would likely come to its defense.
The result, he said, could be a war that spans three continents – Europe, Asia and even Africa, because of the Red Sea's strategic importance between Asia and Africa.
Others don't seen a global war happening.
Even with Iran’s ties to Russia and Ukraine’s alliance with the United States, both sides have good reason to avoid opening another front, said Neil Quilliam, a Middle East expert at Chatham House, a London-based policy institute that analyzes international affairs.
“Ukraine's priority remains Russia, while Iran is already managing multiple security challenges and has little incentive to become directly involved in a separate conflict with Ukraine,” Quilliam said.
The more likely scenario, he said, is Ukraine continuing to strike ships it believes are helping Russia. Ukraine would gain little from a full-scale confrontation with Iran, he added.
“A direct confrontation with Iran would stretch Ukraine's resources and distract attention from its primary objective, which remains the war with Russia,” he said. “The greater benefit comes from highlighting links between Russia and Iran rather than fighting Iran itself.
Zelenskyy is trying to persuade the Trump administration that Ukraine is not an isolated European issue but part of a larger threat facing the West. "By drawing attention to Russian-Iranian cooperation," Quilliam said, "he strengthens the argument that support for Ukraine also serves wider U.S. interests.”
