President Donald Trump has promised to pay $5,000 to every American adult if Republicans keep control of Congress in the Nov. 3 midterm elections. That's raised questions over the legal legitimacy of the offer – and spurred a look at other monetary promises Trump has made.
"If the Republicans win, you win with us, and you get $5,000,” the president said in a speech at the first-ever Republican midterm convention in Dallas on Sept. 9. “It will be called the Trump dividend.”
Total amount of the payments is estimated at $1.2 trillion by the Committee for a Responsible Federal Budget. The U.S. total debt was recently calculated at $40 trillion.
Trump has promised or endorsed several cash payments or account contributions to Americans since early 2025.

It's not yet clear if Trump can follow through on his pledge to pay even if Republicans keep control of Congress. A federal statute makes it illegal to offer or make an expenditure to any person to vote or withhold a vote, however some legal experts have said the Trump Dividend likely toes the line.
A willful violation of the statute comes with a maximum penalty of two years in prison and a fine.
