Washington DC has spent decades fighting for the same congressional representation enjoyed by the 50 states, but the District's push for statehood has repeatedly stalled, largely because of Republican opposition in Congress.
But could the results of the 2026 midterm elections could give the movement a new opening?
The Democrats' victories in the House and Senate could put statehood legislation back on the congressional agenda, potentially giving advocates their best opportunity in years to advance the effort.
Could Democrats put DC statehood back on the agenda?
Congress has broad authority over the District, including the power to review its budget, overturn local laws and intervene in city affairs. DC residents lack voting representation in either chamber, with just a nonvoting delegate in the House
and no senators.
Democrats have historically been more supportive of statehood than Republicans. With control of both chambers upcoming, they will have greater influence over which proposals receive consideration.
The latest statehood legislation, the Washington DC Admission Act, was introduced in January 2025 by Eleanor Holmes Norton, the District's nonvoting representative. Sen. Chris Van Hollen, D-Maryland, introduced companion legislation in the Senate.
The proposal would make most of the District a state while maintaining a smaller federal district containing the White House, Capitol and other federal buildings.
The House has previously passed statehood legislation, voting 216-208 in favor in April 2021. However, the measure never received a final Senate vote.
Why DC statehood remains a difficult fight
Even with control of Congress, Democrats would face a significant obstacle in the Senate.
As of Thursday morning, Democrats had secured at least 54 Senate seats, with two races still undecided. That would give them a majority, but it would leave them short of the 60 votes generally needed to overcome a filibuster and advance major legislation.
Under current Senate rules, Democrats would need at least six additional votes from Republicans or other senators to reach that threshold.
Democrats could try to negotiate with Republicans for support, change Senate rules to eliminate the filibuster for statehood legislation or pursue another procedural approach, but each option would come with political challenges.
The House would also need to approve the legislation, and President Donald Trump would have to sign it into law. If he vetoed it, Congress would need a two-thirds majority in both the House and Senate to override him.
Republicans have generally opposed statehood, arguing that it would give Democrats an unfair political advantage. The District overwhelmingly votes Democratic, and becoming a state would give the District two U.S. senators and at least one voting House representative.
The Senate has never held a final floor vote on a DC statehood bill, despite the House approving one twice.
