EU Launches €3.5 Million Initiative to Enhance Budget Transparency in Cambodia

What's Happening?

The European Union, in collaboration with Oxfam and local NGOs, has initiated a three-year project worth €3.5 million aimed at improving civic participation and public oversight in Cambodia's financial management systems. The project, named Strengthening Civic Engagement and Oversight in Public Financial Management (SCOPE-PFM), will run from June 2025 to May 2028. It seeks to enhance transparency, accountability, and citizen involvement in the management of public funds. The launch event was attended by government officials, development partners, and civil society leaders. H.E. Soksensan Meas, Secretary of State at the Ministry of Economy and Finance, highlighted the government's commitment to budget transparency, noting an improvement in Cambodia's Open Budget Survey score from 33 points in 2021 to 43 in 2023. Bryan Fornari, Head of Cooperation at the EU, emphasized the importance of empowering citizens to participate in public resource management to build trust and improve public services.
