From Rural Roots to Healthcare Administration
James Richard “Rus” Russell III has a background that defies easy categorization. Though born in Bossier City, Louisiana, his family has farmed in Lafayette County, Arkansas, since the 1860s. Russell spent his youth moving between the urban environment of Shreveport and the rural community of Lewisville, Arkansas, an experience he says gave him insight into different ways of life. After graduating from the University of Central Arkansas with a specialized degree in ethics, politics, and law, he followed a family tradition of military service by enlisting in the Arkansas National Guard. There, he served as a Nuclear, Biological, and Chemical Warfare Specialist. His professional life, however, took him into the world of healthcare, where he held
administrative roles at the Arkansas State Medical Board and Arkansas Children's Hospital.
A Small Business Owner in Mental Health
Perhaps the most defining aspect of Russell's recent career is his work as a small business owner. In 2014, he and his wife, Wendy, co-founded New Dawn Counseling, an outpatient mental health clinic based in Little Rock. This venture has become central to his public identity, informing his political focus on healthcare access and support for vulnerable communities. Operating the clinic has given him a firsthand look at the challenges facing Arkansans, an experience he frequently references on the campaign trail. His supporters point to this work as evidence of his commitment to service long before he officially entered the political arena. In addition to his healthcare work, Russell is also a musician and previously owned a music company, CYA Music, LLC.
The Jump into Politics
Russell's first formal entry into politics came in 2021, when he launched a bid for Governor of Arkansas in the 2022 Democratic primary. His campaign was described as a low-budget, grassroots effort that ultimately overperformed expectations, achieving a high ratio of votes per dollar spent. Though he did not win the nomination, the race raised his profile within the state's Democratic party. He describes his political ideology as being an “unapologetically Progressive while also being a Fiscal Realist,” blending a focus on human rights with a pragmatic approach to government spending.
The 2026 Congressional Campaign
In 2026, Russell is aiming for the national stage. After briefly considering a run for the U.S. Senate, he entered the race for the U.S. House of Representatives. He won the Democratic primary for Arkansas's 4th Congressional District and is now the party's nominee in the November general election. His campaign platform emphasizes a “constituent-first” approach to governing, focusing on systemic reform and ensuring federal policies serve local communities rather than corporate interests. Citing his background in healthcare, he has made mental health treatment and policy a key part of his political platform, alongside advocating for workers' rights and what he calls bringing “honesty and integrity” back to the political process.
