Who Is Chris Smith? Biography and Career Record

In an era of political burnout, Rep. Chris Smith is an anomaly. First elected in 1980, the New Jersey Republican is one of the longest-serving members in the House. So who is the man who has held his seat for over four decades?

From Sporting Goods to the House Floor

Born in Rahway, New Jersey, in 1953, Christopher H. Smith’s path to Washington was anything but conventional. After earning a business degree from what is now The College of New Jersey, he worked for his family's sporting goods business. His political career began not with the GOP, but with the Democratic Party. However, his strong anti-abortion stance led him to become the executive director of the New Jersey Right to Life Committee, switch to the Republican Party in 1978, and run for Congress that same year. Though he lost his first bid, he ran again in 1980 and defeated the incumbent, beginning a tenure in the U.S. House of Representatives that has spanned more than four decades.

A Human Rights Champion

While a staunch social conservative, Smith is most defined by

his relentless focus on international human rights. This has been the centerpiece of his legislative career. He authored the landmark Trafficking Victims Protection Act of 2000, the nation's first comprehensive law to combat modern-day slavery, protect victims, and prosecute traffickers. This law has been reauthorized and expanded multiple times, with Smith continuing to lead efforts to fight human trafficking globally. He has chaired numerous commissions and subcommittees related to global health and human rights, including the Congressional-Executive Commission on China and the Tom Lantos Human Rights Commission. His work has earned him both international praise and scorn from governments he has criticized for human rights abuses.

An Old-School Bipartisan Streak

In today's hyper-partisan climate, Smith often stands out for his willingness to cross the aisle. He was ranked as one of the most bipartisan members of the House by the Lugar Center. He was one of only 13 House Republicans to vote for the Bipartisan Infrastructure Law in 2021. He also voted with Democrats to strip Rep. Marjorie Taylor Greene of her committee assignments in 2021. This independent streak extends to economic policy; he voted against the 2017 Republican tax cut bill, arguing it unfairly penalized New Jersey taxpayers by limiting the state and local tax (SALT) deduction. However, his voting record aligns with labor unions on only a fraction of key votes, showing his conservative roots on many economic issues.

A Prolific, if Controversial, Legislator

According to non-partisan trackers, Smith has authored more laws than most of his colleagues. Beyond human trafficking, his legislative fingerprints are on numerous key bills. He has written multiple laws supporting veterans and authored the Autism CARES Act, which has directed billions toward research and support for individuals with autism. He is also a co-founder of numerous caucuses, including those for Alzheimer's, Lyme Disease, and Combating Anti-Semitism. Yet his career has not been without controversy. He is a co-chairman of the Congressional Pro-Life Caucus and one of the most ardent opponents of abortion rights in Congress. His conservative social views have often placed him at odds with the changing political landscape of his home state, yet he has consistently won reelection, often by comfortable margins.
