From Aide to Elected Official
James Walkinshaw’s political journey began not in the spotlight, but in the engine room of government. After graduating from New York University with a degree in politics, the Northern Virginia native returned home and quickly became a fixture in local Democratic politics. His most formative experience was serving for over a decade as Chief of Staff to the late Congressman Gerry Connolly. In this role, Walkinshaw gained an intimate understanding of federal policy and regional priorities, advising on everything from securing funding for Metro to protecting the area's vast federal workforce. This deep-seated experience in governance provided the foundation for his own electoral career, starting with his successful 2019 campaign for the Fairfax
County Board of Supervisors, representing the Braddock District.
Governing the Heart of Fairfax County
As Braddock District Supervisor from 2020 to 2025, Walkinshaw governed a diverse and dynamic area he describes as the “heart and soul of Fairfax County.” His tenure on the board was marked by a focus on tangible, community-level results. He chaired the Board's Legislative and Environmental committees, where he pushed for significant local initiatives. Key accomplishments included helping to implement collective bargaining for county employees, championing a ban on firearms in county buildings, and advancing projects to install solar panels on county facilities. He also played a critical role in securing funding for major infrastructure projects like the Braddock Road Improvement Project and the renovation of the Audrey Moore Recreation Center. On a regional level, he chaired the Virginia Railway Express (VRE) Operations Board, helping to guide the rail system's growth.
A Leap to the National Stage
Following the death of his longtime mentor, Gerry Connolly, in 2025, Walkinshaw stepped up to run for Virginia's 11th Congressional District. He won the special election on September 9, 2025, transitioning from local governance to the U.S. House of Representatives. In Congress, he secured influential committee assignments, including the House Oversight and Government Reform Committee and the Committee on Homeland Security. These roles are particularly vital for his district, which is home to a large number of federal employees and contractors. One of his first major actions was co-founding the Congressional Federal Workforce Caucus to advocate for public servants and protect the merit-based civil service from politicization.
Key Policy Priorities
Throughout his career, Walkinshaw has focused on a consistent set of priorities. He has been a staunch advocate for public education, fighting for increased funding for Fairfax County Public Schools to support teacher pay and modernize buildings. Environmental protection is another cornerstone of his platform; as a supervisor, he helped lead efforts to reduce plastic waste and expand solar energy. In Congress, he is a member of the Sustainable Energy and Environment Coalition. He has also taken strong stances on social issues, leading the effort to add the protection of reproductive freedom to Fairfax County's legislative platform and supporting gun safety measures like a ban on firearms in local government parks and buildings. He now seeks to advance these priorities on a national level, focusing on issues like housing affordability, climate change, and defending democratic institutions.
