From Local Prosecutor to Statehouse Leader
William R. Keating was born in Norwood, Massachusetts, on September 6, 1952. He earned both his bachelor's degree and an MBA from Boston College before getting his law degree from Suffolk University in 1985 while serving in the state legislature. His political career began remarkably early; in 1977, at just 23, he was elected to the Massachusetts House of Representatives. He later moved to the State Senate, where he served from 1985 to 1999, eventually chairing powerful committees like the Judiciary and Public Safety. In 1999, Keating was elected Norfolk District Attorney, a role he held for over a decade. As DA, he took on some of the state's most difficult cases and was noted for securing a murder conviction in a case that lacked a victim's
body.
The Path to Congress
In 2010, Keating made the jump to federal politics, winning a seat in the U.S. House of Representatives. Initially representing the 10th district, he was moved to the newly redrawn 9th district in 2013 following redistricting. His district is a unique slice of America, covering Massachusetts's South Shore, South Coast, Cape Cod, and the islands of Martha's Vineyard and Nantucket. This geography heavily influences his legislative priorities, which often revolve around coastal economies and environmental protection.
A Focus on Foreign Affairs and National Security
In Washington, Keating has carved out a niche as an expert in foreign policy and national security. He is a senior member of both the House Foreign Affairs and Armed Services Committees. These assignments give him oversight of the State Department and the Department of Defense. He has served as a chairman or ranking member on key subcommittees, focusing on Europe, Eurasia, and counterterrorism. This work has cemented his reputation as one of the leading national security voices within the Democratic caucus.
Key Policy Stances
As a representative of a major coastal district, environmental and maritime issues are central to Keating's work. He has championed legislation related to the fishing industry, wastewater management, and coastal resiliency. He strongly supports investments in clean energy sources like wind and solar and opposes offshore drilling. On social issues, Keating supports abortion rights and LGBTQ rights. He also advocates for what he calls "responsible gun control legislation," including universal background checks. A self-described pragmatist, he is a member of the moderate New Democrat Coalition and has been noted for his willingness to work across the aisle.
Representing the Ninth
Beyond his national security focus, much of Keating's work is dedicated to the specific needs of his district. He has focused on securing federal funding for local projects related to public safety, job creation, and infrastructure. His legislative efforts have included addressing the opioid crisis by pushing for tamper-resistant pharmaceuticals and working to secure a cybersecurity mission at Joint Base Cape Cod. His priorities reflect a deep connection to the region he has represented for over a decade, balancing the concerns of small businesses, veterans, seniors, and working families.
