From the Classroom to the Courtroom
Born and raised in San Antonio, Katy Padilla Stout began her career not in politics, but in education. After earning a degree in Education from The University of Texas at Austin, she returned to her hometown to teach elementary school in the Northside Independent School District, specializing in ESL and special education. This experience in the classroom, where she witnessed the daily struggles of students and their families, inspired her to pursue a different path of advocacy. Driven to have a broader impact, Padilla Stout attended South Texas College of Law. Upon earning her law degree, she focused her practice on child welfare and education law, representing children in the foster care system and fighting for families in crisis. She eventually
joined her father's family law firm, continuing her work for vulnerable populations in South Texas.
A Record of Public Service
Padilla Stout's work extends beyond her legal practice. Since 2017, she has been an appointed member of the Bexar County Child Welfare Board, a role in which she works to improve the systems designed to protect abused and neglected children. She also serves on the board of Artvango Therapeutic Services, a nonprofit that uses expressive therapies to help children recover from trauma. This hands-on community involvement is deeply personal for her. A mother of four, Padilla Stout and her husband, a career prosecutor, are parents to two children they adopted through the foster care system. This blend of professional and personal experience has given her a unique perspective on the challenges facing Texas families, which she cites as a cornerstone of her political platform.
The 2026 Congressional Campaign
In 2026, Katy Padilla Stout entered the political arena, launching a campaign for the U.S. House of Representatives. She won a four-way Democratic primary on March 3, 2026, to become the party's nominee for Texas' 23rd Congressional District. This district, which stretches from San Antonio to the outskirts of El Paso, is one of the largest and most politically competitive in the state. Her campaign focuses on issues she encountered throughout her career: the rising cost of living, access to affordable healthcare, and strengthening public education. She has advocated for expanding community health centers, investing in universal Pre-K, and defending reproductive rights. Her supporters describe her as a candidate with deep community roots and a proven record of fighting for children and families.
Family Roots and Political Platform
Padilla Stout often speaks about her family's history in South Texas as a source of inspiration. She was raised by a single mother and comes from a family of migrant farmworkers. Her great-grandfather was a custodian at the Bexar County Courthouse, and her father worked as a migrant farmworker from a young age before becoming an attorney. She frames this family story as an example of the American dream, one that she believes is protected through public service and opportunity. Her campaign has garnered endorsements from a wide range of organizations and political figures, including the Texas AFL-CIO, the Texas State Teachers Association, and former Congressman Beto O'Rourke, reflecting a broad coalition of support from labor, education, and mainstream Democratic leaders.
