Four Decades in Law Enforcement
Before entering politics, John Rutherford was a fixture in Jacksonville's law enforcement community. He joined the Jacksonville Sheriff's Office (JSO) as a patrolman in 1974 after earning degrees in criminology. Over the next several decades, he worked his way up the ranks, serving as a sergeant, captain, and eventually Director of Corrections. His extensive experience within the JSO culminated in his election as Sheriff of Duval County in 2003. He was reelected twice, serving a total of 12 years as the city's top law enforcement officer. During his tenure, his office implemented intelligence-led and community-based policing models, which supporters credit with a significant drop in violent crime to a 40-year low. He also focused on the intersection
of mental health and the criminal justice system.
Transition to National Politics
After retiring as sheriff in 2015, Rutherford made the leap into national politics. In 2016, he successfully ran for the U.S. House of Representatives as a Republican, representing what was then Florida's 4th congressional district. His campaign leveraged his long career in public safety and deep roots in the Jacksonville area. He has since been reelected multiple times, with redistricting changing his constituency to Florida's 5th congressional district in 2023. His district covers parts of southeast Jacksonville and all of St. Johns County. Since his first election, Rutherford has consistently won reelection by comfortable margins, establishing himself as a durable political figure in Northeast Florida.
Record in Congress
In Washington, Rutherford has carved out a role focused on government spending, homeland security, and military affairs. He serves on the powerful House Appropriations Committee, which controls federal discretionary spending. This position gives him influence over funding for a wide range of government programs. His specific subcommittee assignments include Homeland Security; Military Construction and Veterans Affairs; and Transportation and Housing and Urban Development. As a member of the Republican party, his voting record has largely aligned with his party's positions. He has also been a member of the House Committee on Ethics. His legislative priorities often reflect his background, with a strong focus on community safety, support for law enforcement, and veterans' issues.
Key Policy Stances
Rutherford's policy positions reflect his conservative principles and the interests of his coastal Florida district. He has championed legislation to protect Florida's coast from offshore drilling and has been involved in efforts to improve the management of local fisheries like the red snapper population. On economic issues, he was a supporter of the Tax Cuts and Jobs Act of 2017. Coming from a district with a major military and veteran presence, he has made support for servicemembers a key part of his platform. His law enforcement background heavily influences his approach to criminal justice and public safety policy. He was also one of 126 Republican House members who signed an amicus brief in support of a lawsuit that sought to overturn the 2020 presidential election results.
