A Doctor's Diagnosis for Politics
Before she was a congresswoman, Maxine Dexter, M.D., was a pulmonologist and critical care physician in Portland, Oregon. For over 15 years, she treated patients in the intensive care unit at Kaiser Permanente, a role that gave her a firsthand look at systemic issues affecting community health. This experience was foundational to her political ambitions. Dexter has stated she was inspired to run for office following the Brett Kavanaugh Supreme Court confirmation hearings in 2018. Growing up in a working-class family and being the first to graduate from college, her path was shaped by a union job that helped fund her education. She earned a bachelor's degree in political science and communications before attending the University of Washington's
School of Medicine, blending an interest in policy with a passion for science from the beginning.
From Statehouse to the National Stage
Dexter's political career began in 2020 when she was appointed to the Oregon House of Representatives for the 33rd district. During the COVID-19 pandemic, she continued to treat patients while serving in the legislature. In the statehouse, she quickly established herself as a pragmatic and effective lawmaker. She became Chair of the House Housing and Homelessness Committee, where she was instrumental in passing a major spending bill to address the state's housing crisis. Her legislative focus also included championing bills to expand access to addiction treatment, protect abortion rights, and enact gun violence prevention measures. After serving in the state legislature until 2024, she set her sights on federal office, winning the election to represent Oregon's 3rd congressional district and succeeding longtime Representative Earl Blumenauer.
Key Policy Priorities in Congress
In Washington, Rep. Dexter's policy priorities are a direct reflection of her background as a physician and state legislator. Unsurprisingly, healthcare is a central focus. She advocates for solutions to make care more affordable and accessible for all Americans. Building on her work in Oregon, she has made housing and homelessness a key issue, arguing that stable housing is a cornerstone of public health. As a member of the House Veterans' Affairs Committee and the Natural Resources Committee, she focuses on ensuring veterans receive earned benefits and on environmental protection. Her official positions also highlight a commitment to gun violence prevention, reproductive rights, and immigration reform. She has taken a progressive stance on many issues, from supporting a higher federal minimum wage to protecting the right to organize.
A Pragmatic, Evidence-Based Approach
Colleagues and supporters often describe Dexter's political style as data-driven and pragmatic. She frequently emphasizes her commitment to using evidence and science to inform her decisions, an approach she credits to her medical training. This has been evident in her legislative work, from championing bills to decriminalize fentanyl test strips to making buildings more energy-efficient. While her policy goals align with the progressive wing of the Democratic party, her stated method is one of building coalitions to find workable solutions. As she navigates her first term in Congress, this combination of a clear ideological vision and a practical, results-oriented mindset defines her presence on the national stage.
