The 'Bloody Eighth' Earns Its Name
The election in question was the 1984 race for Indiana's 8th congressional district, a seat notorious for its political volatility and close contests, earning it the nickname the 'Bloody Eighth'. The battle pitted the incumbent Democrat, Frank McCloskey, against his Republican challenger, Richard McIntyre. On election night, November 6, 1984, initial tallies showed McCloskey ahead by just 72 votes out of more than 233,000 cast. But this was only the opening act in a political drama that would grip Indiana and the nation for months.
A Seesaw of Results
The morning after the election, a clerical error in Gibson County was discovered and corrected, flipping the result. Suddenly, McIntyre was ahead by 34 votes. Based on this new total, Indiana's Republican Secretary
of State, Edwin Simcox, certified McIntyre as the winner. However, with recounts already underway in multiple counties, Democrats cried foul, arguing the certification was premature and partisan. The situation grew more chaotic as a state-mandated recount began. After weeks of scrutiny, this recount, completed in January 1985, produced yet another leader: McIntyre, this time by a seemingly more robust 418-vote margin.
From Indiana Courthouses to the U.S. Capitol
Under the U.S. Constitution, the House of Representatives has the final say on the elections of its members. When the 99th Congress convened in January 1985, the Democrat-controlled House refused to seat McIntyre, citing the ongoing disputes. Instead, it voted to declare the seat vacant pending its own investigation. This move outraged Republicans, who saw it as a partisan power grab to steal a legitimately won seat. A special House task force, with a two-to-one Democratic majority, was dispatched to Indiana to conduct its own recount, examining contested and disputed ballots that state officials had previously thrown out.
A Four-Vote Margin and a Party-Line Walkout
After months of intense review and partisan acrimony, the House task force concluded its count. The final verdict, delivered in April 1985, was that Frank McCloskey had won the election by a mere four votes: 116,645 to 116,641. The full House then prepared to vote on the task force's recommendation to seat McCloskey. Republicans, furious at the outcome and the process, proposed a motion for a new special election, which failed. On May 1, 1985, as the final vote to seat McCloskey took place, nearly all 182 House Republicans staged a dramatic walkout from the chamber in protest. McCloskey was sworn in, but the controversy left a bitter legacy of partisan distrust.
