An Election Night Cliffhanger
On November 3, 2020, as polls closed in Iowa's 2nd Congressional District, it was clear the race to succeed retiring Democratic Rep. Dave Loebsack would be tight. The district, which covers a wide swath of southeastern Iowa, including Davenport and Iowa City, was considered a toss-up. The candidates were Republican Mariannette Miller-Meeks, a state senator and ophthalmologist who had run for the seat three times before, and Democrat Rita Hart, a former state senator and farmer. As the initial tallies rolled in, the lead was razor-thin, but Miller-Meeks appeared to have a slight edge. By the next morning, her lead stood at a mere 282 votes out of nearly 400,000 cast. This wasn't a landslide; it was a statistical whisper, setting the stage for a dramatic
and unprecedented recount.
The Recount for the Ages
With the margin so slim, a recount was inevitable. Rita Hart's campaign officially requested a full recount across all 24 counties in the district. What followed was a painstaking, two-week process where election officials across southeastern Iowa meticulously re-tallied every ballot. As county after county completed its work, the margin shifted, but never by much. One county's recount might give Hart a few more votes, while another would slightly pad Miller-Meeks' lead. A human error in Jasper County that initially added votes to Hart's column was corrected, swinging the lead back. The lead, which started at 47 votes for Miller-Meeks after some initial corrections, slowly dwindled as the final counties reported their recount totals. The entire state, and political junkies across the country, watched as the margin shrank from 47, to eight, and finally, to just six votes.
A Six-Vote Victory Is Certified
On November 30, 2020, the Iowa State Board of Canvass met to make it official. The five-member, bipartisan board voted unanimously to certify the results. The final, official tally was 196,964 votes for Mariannette Miller-Meeks and 196,958 for Rita Hart. A difference of six votes. This made it the closest U.S. House race of the 2020 cycle and one of the closest in modern American history. For context, the last time a House race was decided by such a small margin was in 1984. 'That race alone reinforces that every vote counts and can make a difference,' Iowa's Secretary of State Paul Pate said at the certification.
A Challenge to Congress
The story didn't end with the certification. Citing the narrow margin and claiming at least 22 legally cast ballots were improperly excluded, Rita Hart opted for an unusual path. Instead of challenging the result in Iowa's court system, which she argued didn't provide enough time for a thorough review, she filed a petition directly with the U.S. House of Representatives. Under the Federal Contested Elections Act, the House has the constitutional authority to be the final judge of its members' elections. This move was politically fraught. Republicans accused Democrats of attempting to steal an election that had been certified by the state. Some moderate Democrats also expressed discomfort with the idea of Congress overturning a state-certified result. Miller-Meeks was provisionally sworn into office in January 2021, but the challenge remained active.
The Final Concession
For nearly three months, the House Administration Committee considered Hart's petition. The process allowed for depositions, subpoenas, and arguments from both sides. However, as political pressure mounted and it became clear that overturning the certified result would be a deeply divisive and difficult vote for many House Democrats, the challenge lost momentum. On March 31, 2021, Rita Hart announced she was withdrawing her contest. 'I know how extremely difficult it is to lose an election, but for the people to have faith and confidence in the election system and Iowa laws, it was gracious of her to concede at this time,' Miller-Meeks said in a statement. The withdrawal finalized the outcome, leaving Miller-Meeks as the undisputed representative for Iowa's 2nd District and cementing the 2020 race as a legendary chapter in American political history.
