The Direct Answer: The Secretary of State
The chief election official in Indiana is the Secretary of State. As of September 2026, this office is held by Diego Morales, a Republican who was first elected in 2022. While other bodies play a crucial part, the Secretary of State is designated by state law as the top official responsible for overseeing elections across the Hoosier State. This individual is not an appointed bureaucrat but a statewide elected constitutional officer, meaning they are chosen by voters every four years during the midterm election cycle. Morales's current term is set to end on January 1, 2027.
More Than Just Elections
While serving as the chief elections officer is arguably the most high-profile duty, the Indiana Secretary of State's responsibilities are much broader. The office is one
of the state's original constitutional positions and functions as a central hub for business and regulatory affairs. Its divisions handle a wide array of tasks, including chartering new businesses, regulating the securities industry, licensing automobile dealerships, and managing state records. This multi-faceted role means the person in charge must juggle the complex mechanics of corporate filings and securities law alongside the critical work of election administration.
The Election Playbook: Powers and Duties
When it comes to elections, the Secretary of State's office is the operational command center. Its Election Division is responsible for a long list of critical functions that ensure the process runs from start to finish. This includes managing the candidate filing process, officially certifying the results of elections, and maintaining a database of campaign finance reports. The Secretary also chairs the State Recount Commission, which steps in to handle disputes or recounts in federal and state-level races. Furthermore, the office provides a voter portal and other educational materials aimed at increasing participation and helping voters understand the rules, such as Indiana's photo ID requirement.
A System of Checks and Balances
The Secretary of State doesn't act alone. Indiana’s system is designed with a significant layer of bipartisan oversight to ensure no single person or party has absolute control over the election process. The key partner is the Indiana Election Commission, a four-member body composed of two Republicans and two Democrats appointed by the governor. This commission has the power to administer election laws and supervise local election officials. The day-to-day work of the Secretary of State's Election Division is also managed by two co-directors, one from each major party. This structure forces bipartisan agreement on many administrative actions, creating a check on the Secretary of State's authority.
Why This Role Matters to You
The decisions made by the Secretary of State have a direct impact on every Indiana voter. This official's approach to voter roll maintenance, the security of voting systems, and the accessibility of absentee ballots shapes the entire voting experience. They are responsible for ensuring that elections are not only secure but also fair and accessible. When questions arise about election integrity or a recount is needed, the Secretary of State is at the center of the process. Understanding who holds this office and their specific duties is crucial for any citizen who wants to be confident that their vote is being counted accurately and that the democratic process is functioning as it should.
