The Short Answer: Fewer Seats in Congress
Let's get the simple question out of the way first. As of the 2022 elections, Michigan has 13 congressional districts. This is a decrease from the 14 districts it held for the previous decade. States gain or lose seats in the U.S. House of Representatives based on population changes recorded in the census, which happens every 10 years. Slower population growth compared to other states meant Michigan lost one seat during the latest reapportionment. These 13 districts determine who represents Michiganders in the House, with all seats up for election in November 2026.
The Big Change: Citizens Took Over the Map-Making
The much bigger story isn't the number of districts, but how they were drawn. For years, the political party in power in the state legislature controlled the redistricting process,
often leading to accusations of gerrymandering—drawing maps to create an unfair advantage. That all changed in 2018 when Michigan voters passed Proposal 2, a ballot initiative that created the Michigan Independent Citizens Redistricting Commission (MICRC). This 13-member body—composed of four Democrats, four Republicans, and five independents—was tasked with drawing the new congressional and state legislative maps. The goal was to take partisan politics out of the process and create fairer, more competitive districts. The commission's work, conducted in public with extensive citizen input, was a radical departure from the closed-door sessions of the past.
What the New 'Chestnut' Map Means for Politics
The congressional map approved by the commission, known as the "Chestnut" map, took effect in 2022. Analyses showed it significantly reduced the pro-Republican bias of the previous map, which was considered one of the most gerrymandered in the country. The new districts are, on the whole, more politically competitive. This has profound implications, forcing candidates from both parties to appeal to a broader range of voters rather than relying on a built-in partisan advantage. The shift was immediately apparent in the 2022 elections, which saw Democrats gain ground and ultimately flip the Michigan House for the first time in decades under the new, fairer state-level maps drawn by the same commission. The congressional delegation is now closely divided, with 7 Republicans and 6 Democrats.
A More Competitive Landscape Emerges
The changes created new political realities across the state. For instance, the new 3rd District brought together Grand Rapids with lakeshore communities like Muskegon, creating a much more competitive seat that Democrat Hillary Scholten won. The new 6th District became centered on Ann Arbor, while separating it from Dearborn, fundamentally altering the political geography for incumbent Debbie Dingell. Meanwhile, some districts, like the newly drawn 7th District centered around Lansing, also became more competitive. This increased competition means more money is likely to be spent on campaigns, but it also means that election outcomes are less predictable and more reflective of the statewide popular vote. While the process wasn't without controversy, particularly concerning the reduction of majority-Black districts in the Detroit area which led to court challenges for state-level maps, the congressional map has so far withstood legal scrutiny and reshaped the state's political future.
