The Short Answer: It's 14
For the 2026 U.S. House of Representatives elections, Georgia has 14 congressional districts. This number was determined by the results of the 2020 U.S. Census, which showed that Georgia’s population had grown by over one million people since 2010, reaching a total of 10,711,908 residents. Each state is guaranteed at least one representative, but the total of 435 seats in the House are divided among the 50 states through a process called apportionment. Based on its significant growth, Georgia maintained its 14 seats, a number it has held since the 2010 Census cycle brought it up from 13.
Apportionment vs. Redistricting
It’s easy to confuse two key terms: apportionment and redistricting. Apportionment, which happens after each decennial census, is the process of dividing the 435
House seats among the states based on their population. States can gain, lose, or keep the same number of seats. Georgia’s population boom was substantial, but not quite enough to gain a 15th seat in the 2020 apportionment. Redistricting is what happens next. Once a state knows how many seats it has, the state legislature is responsible for drawing the actual map of those districts. By law, each district must have as close to an equal population as possible. For Georgia, after the 2020 Census, the 'ideal' population for each of its 14 districts was calculated to be about 765,136 people.
The Politics of Drawing Lines
This is where a simple numbers game becomes intensely political. In Georgia, the state legislature controls the redistricting process. The party in power has the ability to draw maps that can favor their own candidates, a practice known as gerrymandering. These maps determine which communities are grouped together and can influence the political balance of the state’s congressional delegation for the next decade. Following the 2020 Census, Georgia’s Republican-led legislature drew a new map that was signed into law in late 2021. However, the map has been the subject of significant legal battles. In October 2023, a federal court struck down the map, ruling that it illegally diluted the voting power of Black voters in violation of the Voting Rights Act and ordered new maps to be drawn.
An Ever-Shifting Map for 2026
In response to the court order, the Georgia General Assembly held a special session and passed a new map in December 2023, which was then approved by the court. That court-approved remedial map is the one being used for the 2026 elections. However, the legal wrangling is far from over. The case was appealed, and recent Supreme Court rulings in other states have added new layers to the debate. While Governor Brian Kemp and legislative leaders have indicated that the map for the 2026 election is set, they have also acknowledged that the court's decision in a related Louisiana case means Georgia will likely need to adopt new electoral maps before the 2028 election cycle. This ongoing legal and political maneuvering highlights how district lines are not just static boundaries but are constantly contested battlegrounds that shape the nature of political representation.
