The Simple Answer: Two Districts
Maine is divided into two congressional districts, which means it sends two representatives to the U.S. House of Representatives. The number of districts a state has is determined by its population, which is tallied every ten years by the U.S. Census. While Maine's population has grown slightly, it hasn't been enough to warrant gaining or losing a seat in Congress for over 60 years. The state last had three districts following the 1960 census. For now, two is the magic number, with each district required to have a nearly equal number of residents.
The Post-2020 Census Shuffle
While the number of districts didn't change, their boundaries did. Following the 2020 Census, states undertook the process of redistricting to adjust for population shifts. In Maine, this process was
handled by a bipartisan advisory commission and the state legislature, which needed a two-thirds supermajority to approve the new map. The new boundaries, which took effect for the 2022 elections, were approved and signed into law by Governor Janet Mills on September 29, 2021. The changes were relatively modest, constituting what's known as a "least change" map. The goal was to rebalance the populations of the two districts with minimal disruption. The most significant shift involved moving the city of Augusta from the 1st District into the 2nd District, along with some other minor adjustments to surrounding towns. This bipartisan effort ensured Maine avoided the kind of protracted legal battles seen in other states.
A Tale of Two Maines: The 1st District
Maine's 1st Congressional District covers the southern, more populated part of the state. It includes cities like Portland and its suburbs, stretching along the coast. Demographically, this district is more urban, younger, and has a higher concentration of professionals. Politically, it is reliably Democratic. Represented by Democrat Chellie Pingree since 2009, the district consistently favors Democratic candidates in state and federal elections. Its political leanings reflect the progressive attitudes of southern Maine's more densely populated communities, making it a stronghold for the party.
The Vast and Independent 2nd District
Covering nearly 92% of the state's land area, Maine's 2nd Congressional District is geographically immense and culturally distinct from the 1st. It is one of the most rural districts in the entire country, encompassing the northern, more sparsely populated regions, including cities like Bangor, Lewiston, and Auburn. This district has a fiercely independent and more conservative voting record. It has swung between parties and famously supported Donald Trump in both the 2016 and 2020 presidential elections while simultaneously electing a Democrat, Jared Golden, to the House. This split-ticket tendency makes it a perennial battleground and a focal point of national political attention. Its electorate is known for being less predictable and more responsive to individual candidates over party labels.
Why the Split Matters Nationally
The division between Maine's two districts has significant national implications because of how the state allocates its Electoral College votes in presidential elections. Unlike 48 other states that use a winner-take-all system, Maine (along with Nebraska) uses the "congressional district method." This means that the winner of the popular vote in each of the two congressional districts gets one electoral vote. The winner of the statewide popular vote gets the remaining two. This system turned the 2nd District into a coveted prize, with presidential candidates campaigning there to peel off a single, crucial electoral vote. It happened in 2016 and 2020, when the 2nd District's vote went to the Republican presidential candidate while the rest of the state's electoral votes went to the Democrat.
