The Primary ID: Your RI License or State ID
For most Rhode Islanders, the simplest way to register to vote involves a state-issued ID. If you have a valid Rhode Island driver's license or a state ID card from the Division of Motor Vehicles (DMV), you have the primary document needed for registration. This is especially true if you plan to use the state's convenient online voter registration portal. The online system requires your name, date of birth, and your RI driver's license or state ID number to process your application electronically. This method is the fastest way to get on the voter rolls, as the system can verify your information almost instantly.
What If You Don't Have a State ID?
Don't worry if you haven't been issued a Rhode Island license or state ID card. You can still register to vote. Under the federal Help
America Vote Act, you have an alternative: providing the last four digits of your Social Security number. When filling out the paper voter registration form, you will be prompted to enter either your RI license number or the last four digits of your SSN. If you attempt to register online without a state ID, the system will generate a paper form for you to print, complete with this information, and mail to your local Board of Canvassers. This ensures that even without a DMV-issued ID, your identity can still be verified by election officials.
Special Rules for First-Time Mail-In Registrants
There's an important distinction for first-time voters in Rhode Island who register by mail and do not provide a verifiable driver's license number or the last four digits of their Social Security number. If the information on your form cannot be verified, you will be required to present a form of identification the first time you vote. This ID can be presented either before or at the time of voting. Acceptable documents in this case are broad and include both photo and non-photo IDs, such as a U.S. passport, a student ID, a U.S. military ID, a government-issued medical card, or even a credit card or health club ID. Non-photo identification must include your name and address. It is crucial to note that these registration-related ID requirements are different from the specific photo ID needed to vote at the polls on Election Day.
Three Ways to Submit Your Registration
Rhode Island offers three main channels for voter registration, each with slightly different workflows. The first is online, which is the quickest method if you have a state-issued ID. The second is by mail; you can download a voter registration form, fill it out, and mail it to your local Board of Canvassers. These forms are also available at most state agencies, libraries, and city or town halls. The third option is to register in person at your local Board of Canvassers or certain state agencies like the DMV. Regardless of the method you choose, you must be registered at least 30 days before an election to participate. For presidential elections only, Rhode Island offers same-day voter registration, but this is limited to voting for President and Vice President.
What About Proof of Residency?
While the focus is often on specific ID numbers, proof of residency is a core component of the registration process. When you register, you are affirming that you are a resident of the Rhode Island city or town where you wish to vote. For those using a driver's license, the address on file with the DMV serves this purpose. For those registering by other means, the address you list on your registration form is your declared residence. If a first-time voter who registered by mail is required to show ID at the polls, some of the acceptable non-photo documents, like a utility bill or bank statement, can serve to confirm both name and address. The key is ensuring the address you provide is your current place of residence, as this determines your correct polling place and local election contests.
