A landmark apartment tower with ground-level retail and eateries is going up in Phoenix's arts district, while plans unfold for a popular coffee chain and Mexican-sushi fusion spot on the west side.
The new skyscraper will rise 24 stories and house 328 luxury apartments near Margaret T. Hance Park.
A land purchase at 1350 N. 43rd Ave. will lead to Phoenix's newest Dutch Bros site.
And across the street from Desert Sky Mall in Phoenix, Sushinola Roll — which has two other Valley locations — is constructing what will be its largest restaurant.

New Dutch Bros coming to west Phoenix
Cole Valley Partners of Portland, Ore., bought the roughly 1.5-acres of vacant land just north of Interstate 10 and south of McDowell in Phoenix in October,
paying $1.7 million, according to the real estate database Vizzda.
The original proposal for the land would have put a two-story Planet Fitness gym on the land back in 2018, Vizzda reported, but now Dutch Bros is planned for the site.
It'll be the 11th Phoenix Dutch Bros when construction is done, though it's unclear when that will be. Zach Bonsall of Cole Valley didn't return messages. Allison Hildebrandt, a Dutch Bros spokesperson, said on Sept. 11 the company currently has no information to share about the project at this time.
The 1,800-square-foot coffee shop will inhabit a busy area that includes homes, offices, shopping and industrial zones.
Mexican/Japanese eatery will be family's third
Juan and Aline A. Ruelas De Beltran of Avondale, who own and operate two other Sushinola Rolls in Phoenix, told The Arizona Republic in July they wanted to offer their Mexican-Japanese concept in a custom-built restaurant instead of an already-established location.
They bought a site for the new location at 2495 N. 75th Ave. in October 2024 for over $1 million, Vizzda reported on its site. The Beltrans expect to open the new place later this year or in early 2027.
The restaurant will be a 3,750-square-foot standalone building within the Westridge Park Shopping Center. It'll seat up to 140 customers, Juan Beltran said.
“That’s the dream,” Juan Beltran said. “We’ve had a dream to build a restaurant. That’s why we’re working on it.”
At the existing restaurants, guests can enjoy both Mexican and Japanese flavors. The menu boasts a mix of traditional sushi rolls, as well as breaded rolls and baked rolls, most of which feature seafood or meats and cheeses.

The 24-story Whitney will be a posh addition in the heart of downtown Phoenix when it's finished in about two years.
Construction of the lofty apartment tower on the southwest corner of Central Avenue and McDowell Road began in June.
It will boast a state-of-the-art fitness center, co-working and lounge spaces, and a rooftop pickleball court. Its living spaces will feature 80 studios, 175 one-bedroom units, and 65 two-bedroom units. On the ground floor, 22,000 square feet of commercial space will be available for restaurants and stores, and the site's next to a light-rail station.
The Empire Group of Companies luxury apartment division, Aspirant Development of Scottsdale, bought the 3.3-acre site for the building in 2024 along with an office building that was demolished before the sale closed.
