The National Hurricane Center has increased the chances that a tropical cyclone will form in the Atlantic basin 90% but the window for development is closing.

After struggling on Wednesday to keep its thunderstorms together, the system dubbed Invest 96L was midway between Africa and the Windward Islands as of the 8 a.m. advisory Thursday, Aug. 27. It is no threat to the U.S. at this time.

The better organized system prompted hurricane center forecasters to note that advisories may be issued later today for a short-lived tropical storm. The next name on the list is Dolly.
