The El Paso City Council gave positive annual performance evaluations to City Manager Dionne Mack and City Attorney Karla Nieman.
The city of El Paso on Friday, Sept. 4, released the annual evaluations of Mack and Nieman, whose performance reviews reflected positive assessments from the mayor and City Council.
The evaluations, required under the City Charter, measure the officials' performance in areas such as leadership, management and professional conduct.
"Strong public leadership requires more than managing daily operations," Mayor Renard Johnson said in a city news release. "It requires the discipline to manage taxpayer resources responsibly, identify risks before they become larger problems, provide sound professional advice, and deliver
services efficiently. These evaluations allow (City) Council to recognize progress while setting clear expectations for the year ahead."
Because the city manager and city attorney are appointed by and report to the mayor and City Council, the annual evaluation process gives the city's elected leaders an opportunity to collectively assess their performance over the last year and also set goals and expectations for the year ahead.
The evaluation process is often conducted in executive session, but the results are released publicly per the Texas Public Information Act.
How did City Manager Dionne Mack perform?
City Manager Dionne Mack received a score of 4.07 out of five in her second evaluation as the city's top administrator, with her highest marks in professionalism, leadership and financial management. She was also recognized for her effective management of city services, fiscal stewardship, strategic planning, improved communication, and commitment to accountability and continuous improvement.
"I appreciate (City) Council’s feedback and remain committed to fiscal discipline, transparent reporting, community engagement and modernizing city services," Mack said in the release. "Our focus will remain on anticipating challenges and delivering measurable results for El Paso residents."

- Management of the organization: 3.96
- Execution of policy: 3.98
- Financial management: 4.14
- Relations with City Council: 3.85
- Community relations and engagement: 4.05
- Communications: 3.82
- Leadership: 4.17
- Professionalism: 4.43
- Vision, initiative, plan execution: 4.07
How did City Attorney Karla Nieman perform?
City Attorney Karla Nieman, who has been the city's leading legal voice since October 2018, received a score of 3.81 out of five, with her highest marks in leadership, strategic oversight and responsible stewardship of public resources. The evaluation also noted her professionalism, independence and sound legal judgment.
"Effective legal leadership requires independent professional judgment, timely advice, and early identification of risks that could affect the city's finances, operations, or ability to serve the public," Nieman said in the release. “The City Attorney's Office will continue working to protect the city’s interests and support lawful, informed, and fiscally responsible decision-making."

- Litigation and risk oversight: 3.87
- Fulfillment of Charter duties: 3.5
- Fiscal management: 3.31
