NY ranks sixth nationwide for estimated Trump tariff costs, report finds

New York is among the states facing the highest estimated costs from tariffs imposed through presidential executive action since January 2025, according to a recent report from the National Taxpayers Union Foundation.

California has the highest estimated cost, at $63 billion, followed by Texas at $37 billion, according to the report. Washington, D.C., has the lowest estimated cost among the 52 jurisdictions tracked, at about $58 million.

New York ranked sixth as the report evaluated all 50 states, Washington, D.C., and Puerto Rico based on tariffs imposed through presidential action, separate from regular statutory tariffs.

The types of goods subject to executive tariffs have varied during President Donald Trump's second term. Some tariffs imposed

earlier in his term were struck down by the U.S. Supreme Court in February. More recently, the administration imposed 50% tariffs on selected Canadian imports after trade negotiations with Canada broke down over the summer.

Where does New York rank?

New York has the sixth-highest estimated cost from executive tariffs, at $15 billion, according to the report.

The report estimates that $924 million of New York's tariff costs were associated with raw materials, parts and equipment purchased by state manufacturers. Clothing and footwear represented the largest individual category, at an estimated $2 billion.

The National Taxpayers Union Foundation says its state-level tariff estimates are based on data from Trade Partnership Worldwide, an economic analysis and research firm. The foundation launched its tariffs.org website in August and says the data will be updated quarterly.

According to the report:

2. Texas — $37 billion
3. Michigan — $23 billion
4. Georgia — $20 billion
5. Illinois — $17 billion
6. New York — $15 billion
7. New Jersey — $14 billion
8. Florida — $12 billion
9. Ohio — $11 billion
10. Tennessee — $11 billion

The National Taxpayers Union Foundation said California and Texas had the highest executive tariff costs, with cars and trucks among the imports most affected in those states.

The report lists these 10 jurisdictions as having the lowest estimated costs:

1. Washington, D.C. — $58 million
2. Wyoming — $107 million
3. Montana — $107 million
4. Alaska — $115 million
5. Vermont — $212 million
6. Hawaii — $251 million
7. South Dakota — $255 million
8. Maine — $275 million
9. North Dakota — $283 million
10. New Mexico — $344 million
