Rochester officials released the first annual ROC Vision Zero progress report, highlighting $33.4 million in street-safety funding, new traffic-calming efforts and plans to pursue a citywide 25 mph speed limit.
Prior to the development of the initiative, an analysis in the city’sActive Transportation Plan, a resource for ROC Vision Zero, found that Rochester has the highest traffic fatality rate per capita out of cities in the Finger Lakes Region.
In response, the City of Rochester previously attempted to implement automated traffic enforcement after launching its red-light camera program in October 2010. The program sparked outrage and community conversation about the program’s disproportionate impact on some of the city's predominantly Black
neighborhoods; it was cancelled in late 2016.
Since then, the City has continued to establish programs that address residents’ concerns such as the Complete Streets policy in 2011 and the City’s Active Transportation Plan, completed in 2023.
“Rochester has the highest rate of fatal crashes among mid-size cities in upstate New York, with the most severe crashes concentrated in disadvantaged census tracts. Many residents in these areas rely on walking, biking, or public transit for daily travel, leaving them more vulnerable to unsafe driving behaviors,” the report stated.
Progress on Rochester's ROC Vision Zero initiative
During the design phase, the City hosted a series of public meetings where residents were able to learn about proposed plans and provide their input.
Currently, Rochester residents’ biggest concerns are their safety on sidewalks and roads throughout the downtown area. In previous meetings, residents recall seeing cars run red lights and fly down roads at estimated speeds of 70 miles an hour or more. Residents also expressed concerns regarding the use of automated traffic enforcement.
Since the initiative launched in 2024, the city has implemented programs aimed at improving traffic safety infrastructure and reducing traffic deaths and serious injuries.

2024 Highlights from ROC Vision Zero Initiative
In the report, the City highlights actions completed from the first year of the program’s launch, including:
- Establishing the ROC Vision Zero Task Force to guide the initiative
- New traffic-calming strategies and technologies
- Secured grant awards totaling $33.4 million for future street safety investments
- New School Bus Safety program that uses camera systems to deter motorists from illegally passing stopped school buses
- Lowering speed limits on local streets
- Refined the city's 10 priority actions and identified metrics to track progress.
- Completed a feasibility assessment for a potential Bus Rapid Transit and safety initiative focused on Lake Avenue
What to expect from ROC Vision Zero in 2026
As plans for the traffic safety initiative continue, the City is planning more public outreach for safety improvements in pedestrian focus areas including schools, R-Centers, libraries, senior housing, medical facilities, and high-use bus stops.
Other plans residents can expect in 2026 include:
- A public data dashboard to track crash trends and safety initiatives
- Continued improvements to city streets, including cycle tracks, bicycle lanes, curb bump-outs and signal improvements anticipated on Seneca Avenue, Stone Street, and in the Bull’s Head neighborhood
- Begin the legal and engineering process to lower the citywide speed limit to 25 mph.
- Completion of a study on rapid and efficient implementation of a bicycle spine network
- Completion of a study on costs and operational needs if the City were to consider enhanced snow and ice removal from sidewalks, trails, bike facilities and bus stops
- Coordination with partner agencies on improvements to Lake Avenue and other high-crash corridors
