A Rochester man was arrested after New York State Police said he stole more than $810,000 from three New York school districts through a company he led.
Zacchary E. Weber, 49, was arrested Sept. 2 following an investigation into the alleged theft, according to state police.
School districts reported missing funds
The investigation began in September 2025 after Sodus Central School District reported concerns about funds administered by Health Economics Partners LLC, or HEP.
HEP administered medical and dental benefit accounts for organizations, including school districts. Weber serves as the company's CEO and president.
State police said the investigation determined that funds were transferred without authorization from accounts belonging to the Sodus and North Rose-Wolcott central school
districts in Wayne County and the Bemus Point Central School District in Chautauqua County to accounts controlled by HEP.
A forensic audit by the New York State Police Financial Crimes Unit found that the three districts sustained combined losses of $810,695.55.
The alleged losses were:
- Sodus Central School District: $377,757.75
- North Rose-Wolcott Central School District: $181,817.94
- Bemus Point Central School District: $251,119.86
Weber faces felony larceny charges
Weber was charged with two counts of second-degree grand larceny, a Class C felony, in Wayne County. He was taken to the Wayne County Jail for a CAP arraignment.
After his Wayne County arraignment, Weber was charged with second-degree grand larceny in the town of Ellery in Chautauqua County. He was transported to Chautauqua County for arraignment.
Investigation remains ongoing
The investigation was conducted by the New York State Police Troop E Violent Crime Investigative Team, with assistance from the Special Investigations Unit Financial Crimes Unit, Troop E Community Stabilization Unit, SP Jamestown Bureau of Criminal Investigation and the Wayne County District Attorney's Office.
The investigation remains ongoing.
