Lebanon's UEC Roxy movie theater is under investigation by city codes officials over deteriorating conditions, as an online petition warns neglect could cost the city one of its favorite entertainment venues.
Pests, restrooms not properly functioning, torn seats and holes in walls are the focus of one of two codes investigations into the property, according to information provided by Lebanon Police Department spokesman Zach Patton.
The community petition also notes "peeling paint, broken seats, malfunctioning projectors, and overall neglect" at the theater, at 200 Legends Drive, off Highway 231.
City inspectors found three women's toilets and one men's urinal not working properly, multiple torn and worn seats and food debris between seats when
they inspected the theater. Holes in the walls were found at the entrances to eight theater hallways. A follow-up inspection showed that the three women's toilets cited were repaired and operational. Management also showed documentation of a new urinal purchased for the men's bathroom to be installed.
Representatives of the theater did not respond to requests for comment. But theater management provided documentation that a licensed pest control company has been servicing the facility multiple times each month, police reported.
“It has been a popular business in Lebanon for many years, and we want it to continue to be a viable entertainment destination for our citizens,” Lebanon Mayor Rick Bell said.
The second open codes investigation involves the condition of the theater parking lot.
A codes officer noted an area with multiple potholes and drain grates in need of maintenance in October 2025.
Following that incident, Lebanon's Board of Appeals allowed the theater additional time to complete the necessary parking lot repairs due to reported financial hardship.
Repaving work scheduled in July was postponed because of rain, but is supposed to be done in August, according to information provided to the codes department.
Theater management has appealed both codes cases to the Board of Appeals.
The online petition had 332 signatures as of August 3. The petition asks management to budget funds for renovations and to establish a timeline to keep the community informed about progress.
