The Bengals elevated veteran QB Josh Johnson from the practice squad because of Burrow's injury.
Texans star receiver Nico Collins was ruled out for the game, along with starting guard Ed Ingram, defensive end Jadeveon Clowney and linebacker Jacob Hummel.
