Construction has begun for the first tenant space going into the new office park, Civic Center Office Park, in Collierville.
The first tenant at the new Civic Center Office Park will be State Farm, run by agent Joe Sarrio, who plans to relocate his Collierville insurance agency from 2085 E. Winchester Blvd., to the new 1,800-square-foot space, according to a news release.
Homebuilder Stuart Smith of Stuart Smith Construction has partnered with developer David Halle, the founder and owner of Halle Investment Company, on the Civic Center Office Park project, introduced late last year.
The project's concept offers an alternative for small-to mid-sized businesses seeking Class-A space in Collierville. Construction began Aug. 1 on the 4,200-square-foot
building.
An additional 2,400-square-foot building will also be available for lease following construction, offering another business the opportunity to locate in the new boutique office development.
The completion of the 4,200-square-foot building shell is expected by the end of 2026. The project team for the first building includes Collierville-based construction firm WalkerArch and Scott Rozanski, president of Collierville’s Spirit Architecture Group (for the interior buildout). Smith is the general contractor for both the building exterior and interior.
“This is an exciting step for Civic Center Office Park because people can now begin to see the vision becoming a reality,” Smith said in a news release. “From the beginning, our goal has been to create high-quality office opportunities for business owners who want to invest in Collierville and create a space that can grow with their business. Joe's building is a great example of the flexibility we envisioned for this development.”
Sarrio's interior buildout is expected to be completed in Spring 2027.

Making an investment in Collierville
Civic Center Park offers business owners the opportunity to customize space for their own operations, with options for owners to occupy all or a portion of their building while leasing additional space.
“Collierville has been an important part of our business, and I'm excited to make this investment in our future here,” Sarrio said in a release. “The new location will allow us to create a space specifically designed for our team and our customers while giving us room for long-term growth.”
The 11-building office park project — located by Market Boulevard and Civic Center Drive — was approved by the Collierville Board of Mayor and Aldermen in May 2022. The buildings will be constructed incrementally on 4.66 acres, with 164 parking spaces and shared common spaces for the complex.
