Just how far should a judge go in interpreting the actions of a legislative body? That will be one of the key questions debated today when an appeals court hears arguments over public financing for a $250 million downtown arena. Attorneys representing the city and county will ask the state Court of Appeals to overturn a decision Chancellor Walter Evans made last month. In his ruling, Evans said public funds for the arena shouldn't be spent unless three-fourths of the voters in a referendum approve the expenditure.

Memphis Light, Gas & Water Division's plan to build a $95 million garbage burning plant was presented to the state Building Commission in Nashville yesterday. The commission must rule on contracts
with the utility to provide steam and chilled water produced in the plant to state buildings downtown and in the medical center. Prospective customers, involving 97 state, county, city and private buildings, are studying proposed 25-year contracts for heating and cooling.

The reigning Miss America in the title role of "Miss Liberty" is the beautiful bit of casting offered Memphis Open Air Theatre patrons in the season's final show, beginning tonight. With Yolande Betbeze of Mobile, Ala., as the French girl "model" for the famed statue, and with Patrick Tolson, young New Iberia, La., tenor, in the male lead, the Irving Berlin show will be given each night this week at the Overton Park Shell.
100 years ago — 1926
The new wading pool for the South Side playgrounds will be dedicated this afternoon. Speeches will be made by Mayor Paine, Henry Loeb and Lindsey Philips. T.J. Burton, president of the A.B. Hill Co-Operative Club, will preside.
