The driver of a vehicle who was allegedly impaired crossed a center line and struck another vehicle, resulting in the death of the other driver in Brunswick County faces multiple charges, according to court records.
Charlotte Russ Milligan, 54, of Ash, was charged in connection with a fatal crash on N.C. 130 on Sept. 9. Milligan unintentionally caused the death of Mary Frances Long while not keeping the vehicle on the right side of the road, according to a citation.
An aggravated felony death by vehicle charge was added to charges of misdemeanor death by vehicle, driving while license revoked impaired revocation, driving while impaired, and driving left of center, according to court records.
Milligan has a previous conviction involving impaired
driving within seven years of the date of this offense. An arrest warrant states she was convicted on Dec. 8, 2025, in Brunswick County District Court.
A secured $125,000 bond was set. Milligan has a disposition hearing in Brunswick County District Court scheduled for Nov. 13.
