A proposed rezoning could allow for new facilities to serve New Hanover County’s most exclusive island.
Developer consultant Cindee Wolf has submitted a rezoning application for 2.21 acres near Figure Eight Island,according to county documents. The applicant is proposing to rezone a portion of the 6.72-acre parcel at 1275 Edgewater Club Road.
The site is located between Beachcomber Court and Final Landing Lane.The land is currently vacant and zoned for very low-density residential development with a maximum density of less than two dwellings per acre. The applicant is seeking a rezoning to allow for conditional business development to build a maintenance office and staging area for support services for the Figure Eight Island Homeowners’ Association.
Site plans show a 4,000-square-foot management office and meeting center, a 1,500-square-foot covered storage, a 1,600-square-foot maintenance building, and an eight-bay climate-controlled garage. The site will also include a stormwater retention pond.
“Storm safety is paramount for coastal communities,” the application states. “Having a land-based facility will assist in recovery from damage and efficient delivery of services.”
Utilities will be provided through both a private septic system and connection to Cape Fear Public Utility Authority’s water lines.
The development is not expected to have a significant impact on traffic as the property is on the approach to the bridge that links Figure Eight Island to the mainland. Dozens of neighboring residents attended a community information meeting for the proposal back in October 2025. There were no notable issues or concerns raised by neighbors, according to project documents.
The Figure Eight Island HOA purchased the property for $1 million in July 2025, according to New Hanover property records.
The New Hanover County Planning Board will review the proposal at a meeting on Oct. 1 before a decision is made by the Board of Commissioners.
Farther inland, Wolf is leading an effort to bring dozens of homes to Edgewater Club Road. The project, known as Edgewater Villas, will bring 44 townhome units to the Porters Neck neighborhood. The homes will be three stories, and the community will be designed for seniors.
