SPRING VALLEY - Police have arrested the parents of a 4-year-old after the injured child was found alone by a village Department of Public Works employee. The DPW worker then flagged down police.
Police said the frightened child was found around 9:38 a.m. Sept. 9 around Chestnut Street and Furman Place.
The child, who police said had unspecified "substantial injuries," was taken to Westchester Medical Center for treatment. Police found the child's residence but were originally unable to find a parent or guardian.
Parents face multiple charges
Spring Valley detectives investigated and located the parents.
Police have accused the father, Paolo Chacaguasay-Evas, 36, of Spring Valley, of assaulting the child and leaving the youngster home alone.
Police accused the child’s mother,
Delia Yuquilema-Cepeda, 35, of Spring Valley, of also leaving the youngster home alone.
Chacaguasay-Evas was charged with second-degree assault, a felony; fourth-degree criminal possession of a weapon, a misdemeanor; second-degree reckless endangerment, a misdemeanor; and endangering the welfare of a child, a misdemeanor. He was arraigned in Spring Valley Village Court and was being held in the Rockland County Jail on $2,500 cash bail or $10,000 bond.
Yuquilema-Cepeda was charged with endangering the welfare of a child, a misdemeanor, and released.
Police seek information
The Rockland County Sheriff’s Office Bureau of Criminal Investigation and Rockland County Child Protective Services assisted in the investigation, according to SVPD.
