The Censor Was a Creative Partner
For most of television history, you couldn’t just show anything you wanted. Networks had departments called Broadcast Standards and Practices (S&P), whose job was to protect the audience—and advertisers—from
anything too controversial. This included excessive violence, graphic content, and unsettling themes. Concerns over the impact of TV violence have been a public debate since the 1950s. The S&P department acted as a gatekeeper, ensuring shows passed the “living room test”—could a family watch this without being unduly shocked or offended? For horror creators, this was a major hurdle. But instead of killing the genre, these limitations forced writers to be smarter. They couldn’t rely on cheap jump scares or buckets of blood. They had to build atmosphere, develop psychological tension, and master the art of suggestion.
Masters of the Unseen
No one understood this better than Rod Serling, the creator of The Twilight Zone. Serling famously used science fiction and fantasy to tackle social issues like racism and war, smuggling them past network censors who were wary of controversy. This same spirit of indirection applied to his horror. Episodes like “The Monsters Are Due on Maple Street” didn’t need a monster; the horror came from watching neighbors turn on each other through paranoia. In “Eye of the Beholder,” the terror is built entirely around what you don't see until the final, shocking reveal. Serling and his writers knew that the audience’s imagination could conjure fears far more specific and terrifying than any rubber mask a 1960s budget could afford.
When Showing More Became a Problem
By the 1990s, television was pushing boundaries. A prime example is The X-Files, a show that lived on the edge of broadcast horror. Its most infamous episode, “Home,” serves as a perfect case study of what happened when a show decided to show, not just suggest. The 1996 episode featured a severely inbred, violent family and included graphic violence and disturbing themes of incest and infanticide. It was the first and only episode in the show’s history to receive a TV-MA rating and the first to carry a viewer discretion warning. The network, Fox, was so unsettled that it effectively banned the episode from reruns for three years, only bringing it back for a special Halloween airing in 1999. The backlash proved that even in a more permissive era, there was a line, and crossing it so explicitly was a shock to the system.
The Enduring Power of Imagination
The lesson from broadcast horror’s golden age is a simple one: what we imagine is always scarier than what we see. Psychological horror taps into our deepest anxieties about the unknown. It’s the sound from the attic, the shadow in the corner, or the door creaking open on its own. By not showing the monster, creators give it infinite forms, allowing it to become a personalized nightmare for every viewer. This principle is why films like Jaws are terrifying not for the shark attacks, but for the scenes where the shark is just a fin, or a presence beneath the water. In the era of streaming, where creators have the freedom to show almost anything, the most effective horror often still adheres to this old broadcast rule. It understands that true, lasting fear isn’t shown on screen—it’s built in your mind.
