Chief Minister Revanth Reddy on Tuesday urged Prime Minister Narendra Modi to convene an all-party meeting to discuss proposed delimitation, warning that a population-based increase in Lok Sabha seats could upset the country’s federal balance.In an open letter, Reddy said a purely pro rata model based on population would not be acceptable to southern states, arguing it could lead to a disproportionate rise in representation for regions with higher population growth.“The pro rata model will not be acceptable to people and governments of southern India,” he said, adding that any move without addressing their concerns could trigger “widespread opposition and resistance.”
Reddy proposed a “hybrid” model for delimitation, suggesting that 50% of seats be increased on a pro rata basis, while the remaining be allocated using economic indicators such as Gross State Domestic Product and other performance criteria.“I request you to kindly convene an all-party meeting at the earliest, bringing together representatives from all states and political parties, to deliberate on this issue in a transparent and inclusive manner,” he said.He described the hybrid model as one possible approach and called for a broader discussion to arrive at a fair and sustainable solution.Reddy also raised concerns that southern states, despite contributing significantly to the national economy, could see a reduction in their relative voice in Parliament under a population-based system. He said this could widen what he described as a longstanding “south-north” divide.On financial devolution, he alleged that southern states face “injustice, bias and discrimination,” claiming some states receive more central funds relative to their contributions.
Referring to the women’s reservation law, Reddy said his party supports its implementation and suggested it be introduced based on the current strength of the Lok Sabha, as well as in state assemblies.He said major decisions should strengthen the country’s unity and called for a framework that reflects the aspirations of all regions.India is considering fresh delimitation of parliamentary and assembly constituencies based on updated population data, a move that has sparked debate across states.
