A major controversy has surfaced in Odisha after the Office of the Deputy Speaker of the Odisha Legislative Assembly sought registration of an FIR against two government officials for allegedly forging the Deputy Speaker’s signature and using fabricated documents to secure transfers.According to an official complaint submitted to the Inspector-in-Charge of Capital Police Station, Bhubaneswar, the accused officials are Monalisa Behera, Assistant Executive Engineer (AEE), Banspal Block, and Laxman Hembram, AEE, Harichandanpur Block.The complaint, filed by Niranjan Kumar Saha, Private Secretary to the Deputy Speaker, alleges that the two officers created forged documents carrying the fake signature of the Deputy Speaker and misused the official D.O.
pad of the constitutional office.
Forged Documents Allegedly Used for Transfer Posting
As per the complaint, the accused allegedly submitted the forged documents before the Panchayati Raj and Drinking Water Department with the intention of obtaining transfers to Bargaon Block and Sadar Block in Sundargarh district.The Deputy Speaker’s office has categorically stated that the documents in question were neither issued nor authorized by the office and that the signature appearing on them was allegedly forged.Serious Criminal Charges Invoked

- Fabrication of government records
- Use of forged documents as genuine
- Cheating and impersonation
- Criminal conspiracy
- Misuse of government office
- Violations under the Information Technology Act and relevant provisions of the Bharatiya Nyaya Sanhita (BNS)
