In a major development, Leh Apex Body (LAB) and Kargil Democratic Alliance (KDA) today said that “conclusive and constructive” talks were held with the Ministry of Home Affairs (MHA) over the future administrative and political framework of Ladakh.According to a joint press note issued after the meeting, both sides reached an “in-principle understanding” on restoring democratic governance in Ladakh and providing constitutional safeguards on the lines of Articles 371(A), 371(F), and 371(G), similar to protections granted to Nagaland, Sikkim and Mizoram.The meeting was attended by members of a sub-committee comprising senior representatives of LAB, KDA and officials from the MHA. What was discussed?
Discussions focused on the long-pending demands of the people of Ladakh, including restoration of democracy, constitutional protections, statehood and Sixth Schedule safeguards.The joint statement said that several critical points were discussed in detail and that broad consensus had emerged on a governance model under which legislative, executive and financial powers would rest with elected representatives through a Union Territory-level legislative body.Significantly, the proposed framework also envisages all UT bureaucrats, including the Chief Secretary, functioning under the executive authority of an elected head of the Union Territory, proposed to hold the rank of Chief Minister.During the deliberations, MHA officials reportedly informed the Ladakh representatives that immediate statehood may not be feasible due to inadequate revenue generation and the Union Territory’s dependence on central assistance for meeting expenditure obligations, including salaries. However, the Centre indicated that the proposed arrangement could pave the way for eventual full-fledged statehood once Ladakh meets the required financial criteria.Both LAB and KDA termed the discussions “positive and meaningful” and said they would continue consultations with the MHA, legal experts and constitutional authorities to finalise the finer operational details of the proposed framework.
