India’s New IB Chief Mahesh Dixit: Doctor-Turned Spymaster, Master Negotiator and Reformist Behind Post-Article 370 Outreach in J&K

Senior IPS officer Mahesh Dixit, a 1993-batch officer of the undivided Andhra Pradesh cadre, has been appointed as the new Director of the Intelligence Bureau (IB), succeeding Tapan Kumar Deka (IPS). He will take over on June 1, 2026. A medical doctor by training who chose the IPS over the IAS, Dixit has spent nearly three decades in the Intelligence Bureau and is regarded as one of India's foremost experts in counter-terrorism, intelligence operations and conflict resolution.Originally from Nashik, Maharashtra, Dixit studied medicine at B.J. Medical College, Pune, before joining the Indian Police Service. He was among the select IPS officers handpicked early in his career for Intelligence Bureau assignments—a distinction that shaped his entire

professional journey. Unlike many officers who return to their parent cadres, Dixit remained with the IB, building expertise in some of India's most sensitive internal security theatres, including Jammu & Kashmir, Nagaland, Bihar, the anti-Naxal desk and cross-border counter-terror operations.Within India's intelligence community, Dixit is widely known as a master negotiator and a reformist—an officer who believes in dialogue, institution-building, and democratic participation alongside robust counter-terrorism measures. His approach has earned him the reputation of maintaining communication channels across diverse sections of society, including hostile groups, particularly in Jammu & Kashmir, where many locals and officials affectionately refer to him as “Doctor Sahib."Following the abrogation of Article 370 in August 2019, Dixit was entrusted with one of the country's most challenging assignments—helping stabilise Jammu & Kashmir and Ladakh during a period of unprecedented political transition. Serving as the head of the Subsidiary Intelligence Bureau in Srinagar, he coordinated intelligence-led security operations while simultaneously encouraging political outreach and democratic processes. Officials familiar with the process also credit him with creating conditions that ended the decades-long election boycott narrative in Kashmir and encouraged cadres associated with Jamaat-e-Islami to enter the democratic mainstream and contest elections in 2024 rather than remain outside the electoral process.His role extended beyond Kashmir into Ladakh, where he emerged as a key interlocutor between the Union Ministry of Home Affairs and Ladakhi leadership. From laying the groundwork for negotiations and holding informal consultations to participating in official talks, Dixit is credited with sustaining dialogue even during periods when formal negotiations had stalled.“He is soft spoken and a great listener. Officially, talks were halted multiple times, but he never stopped engaging," an officer familiar with the negotiations proceedings said. Dixit's association with Jammu & Kashmir spans well over a decade. He first served as Deputy Director of the Intelligence Bureau in Kashmir between 2009 and 2012 before returning in 2019 to supervise intelligence and security operations during the post-Article 370 period in Jammu & Kashmir and Ladakh.In 2024, he was elevated as Special Director, Intelligence Bureau, effectively becoming the second-in-command of the country's premier intelligence agency. In that role, he supervised nationwide counter-terror and insurgency operations while overseeing several strategically significant operations in Jammu and Kashmir, including border management across the country, particularly in J&K, Punjab, Bengal, and Northeast areas. Mahesh Dixit's distinguished service has been recognised with several prestigious honours: He was awarded with President's Police Medal for Distinguished Service (2016), Police Medal for Meritorious Service (2009), Police Antrik Suraksha Seva Padak (2004).
