SIR: How to Fill Enumeration Form Online — Step-by-Step Process Explained

New Delhi: The Election Commission has rolled out the second phase of the Special Intensive Revision (SIR), an exercise to update the electoral roll or voters list in several states including West Bengal, Uttar Pradesh, Rajasthan among others. The sole purpose of this exercise is to make sure that no eligible voter is left out of the electoral exercise, deletion of duplicate or illegal voters, and also verify the existing ones. The poll body had already successfully conduced this exercise in Bihar, prior to the recently concluded Assembly Election in the state.The exercise involves filling out of an enumeration form that are being distributed door-to-door by the BLOs. However, apart from filling up the form offline, citizens can also complete

the filing of the enumeration form online.The election commission has laid out a simple process to fill up the enumeration form online.

How to Submit Enumeration Forms Online For SIR

• A user needs to visit the site — voters.eci.gov.in — to submit their enumeration forms online.
• After landing on the voters.eci.gov.in , a user needs to look for the services section.

• In the services section, they must select "Fill Enumeration Form", which is clearly marked.
• After clicking on the "Fill Enumeration Form", a user would need to enter details such as mobile number or EPIC number.
• Then select your state and enter the EPIC number.
• After submitting these details, a users' electoral roll data will be shown.
• A user will have to link their mobile number with the EPIC number before they fill the enumeration forms.
• The user will have to login again after linking the EPIC with their mobile number.
• After logging in again, the user can fill the enumeration form.
• The applicant can submit the details via Aadhaar based e-sign.
• A user’s current name in EPIC and Aadhaar must match for the e-sign during submission of enumeration forms.

How to Link EPIC with Mobile Number

For linking your EPIC with mobile number, a user has to submit Form 8, which can also be done instantly. Step 1: For this, a user can look for “Correction of Entries in Existing Electoral Roll” section on voters.eci.gov.in. Click on the "Fill Form 8" option and then “Mobile Number” option only.

Step 2: Look for "exclusive mobile number linking with EPIC" and fill the details.

Can a voter be enrolled multiple times?

No. A person cannot be enrolled as a voter at more than one place in view of the provisions contained in Sections 17 and 18 of Representation of People Act, 1950.Likewise, no person can be enrolled as an elector more than once in any electoral roll.Any person while applying for fresh enrolment, makes a statement or declaration whether his / her name is already included in the electoral roll of any other constituency, and if such statement/declaration is false and which the applicant either knows or believes to be false or does not believe to be true, he is liable to be punished under section 31 of the Representation of the People Act, 1950.
