In a major breakthrough in the Rubiya Sayeed kidnapping case the Central Bureau of Investigation, Monday, arrested a key accused Shafat Ahmed Shangloo. The probe agency said Shangloo conspired with Yasin Malik to kidnap Rubiya Sayeed. Dr Rubiya Sayeed (then 23) daughter of Mufti Mohamm Sayeed then Union home minister was kidnapped on 8th December 1989 when she returning home. She was interning at Srinagar's women government hospital. Intense negotiations followed her abduction and five days later, on 13th December, she was swapped with five JKLF terrorists. JKLF is a proscribed terror outfit. Release of five terrorists led to rise of terrorism in the Kashmir valley. "The Central Bureau of Investigation (CBI) has arrested an absconder Shafat Ahmed Shangloo,
wanted in a 36 Years old CBI case relating to Kidnapping of Dr. Rubiya Sayeed, D/o Shri Mufti Mohd. Sayeed, ex Home Minister. The said accused Shangloo conspired with Yasin Malik and others in committing a crime under various sections of RPC and TADA Act during the Year 1989," the CBI said in a statement on Monday. In January 2021 the court had framed charges against Yasin Malik and nine others in the kidnapping case. During the trial in July 2022 Dr Rubiya Sayeed identified terrorist Yasin Malik as one of the abductors. Seven months year another prosecution witness had told the court that in 1989 he had gone to Sopore and can identify abductors and place connected with kidnapping case. "The absconder (Shafat Ahmed Shangloo) is carrying a reward of Rs. 10 lakhs on his head.He will be produced before the TADA Court Jammu, within stipulated time as per law," the probe agency said. In May 2022 a special court in Delhi convicted Yasin Malik to life imprisonment in a terror funding case. Anti terror federal probe agency has appealed against the trial court and has demanded death sentence. Malik is lodged in Tihar Jail.
