What is the story about?
The European Parliament on Wednesday approves a package of proposals to support Ukraine with a €90 billion EU loan for 2026 and 2027, aimed at meeting the country’s urgent financing needs as Russia’s war enters its fifth year.
The Ukraine support loan includes €30 billion for macro-financial assistance or budget support through the EU’s Ukraine Facility, and €60 billion to strengthen Ukraine’s defence capabilities and support military procurement.
European Commission President Ursula von der Leyen welcomed the European Parliament’s speedy adoption of the proposal for an additional €90 billion loan for Ukraine. She said that a strong Ukraine makes all of Europe safer.
The assistance will be provided in line with Ukraine’s financing strategy, subject to Council approval, and will come with strict conditions linked to democratic governance, rule of law, human rights protection, and anti-corruption efforts.

The loan will be financed through common EU borrowing and guaranteed by the EU long-term budget, with Ukraine liable for repayment of the principal once it receives war reparations from Russia.
The proposal on the Ukraine support loan was approved with 458 votes to 140 and 44 abstentions, while the proposal to amend the 2021-2027 EU long-term budget (MFF) secured 490 votes to 130 and 32 abstentions.
The EU support loan was agreed at the European Council in Brussels on 18 December 2025 and presented by the European Commission on 14 January 2026. The €90 billion package is intended to cover two-thirds of Ukraine’s estimated financial needs for the period.
