The action reportedly comes three months after the bill was first announced, during a wave of protests by parents over fee hikes by numerous private schools at the start of the academic year in April.
The Bill was introduced on the opening day of the Monsoon session of the Eighth Legislative Assembly, which began on Monday and will end on August 8. The session may be prolonged based on the exigencies of legislative business.
While tabling the bill, Sood said the proposed legislation aimed to end the commercialisation of education and take action against those who exploit it for profit. “Education is not a thing to be sold. This bill aims to halt the commercialisation of education. We are bringing the bill to take action against those mafias who are selling education...” he said.
Speaker Vijender Gupta stated that detailed discussions would take place on Tuesday.
‘For ten years AAP was sitting in AC rooms’: Sood
He slammed the previous Aam Aadmi Party government, claiming that parents were going to court with their children over fees. Speaking with reporters, Sood said, "... For ten years, the Aam Aadmi Party was sitting in its air-conditioned rooms, and parents were going to court with their children for fees. We have entered the parents in the process of determining fees... ‘Permanent Solution’
In a separate statement, Sood said, “Today, I have come here with a permanent solution to the problems faced by millions of parents and children in Delhi, and to a legacy issue that has been ignored for decades.” Education is "a sacred duty -- a duty we must fulfil for the progress and prosperity of our motherland," he added.
Atishi slams Delhi govt's bill
On Monday, Opposition Leader Atishi criticised the BJP-led government's bill, describing it as a ‘fraud’ intended to benefit private school owners. The former Chief Minister claimed that the BJP was working with private schools to raise fees and preserve their interests.

Key Provisions of the Bill:
This legislation applies to all private, unaided and recognised schools in Delhi.
Every school must submit proposed fees three years in advance; revisions are only permitted once every three years.
A three-tier
Fee determination criteria include infrastructure, staff salaries, annual increases and the requirement to prevent profiteering.
All schools are required to publicly publish their financial records and projected fees.
Unlawful fee increases will result in fines ranging from ₹ 100,000 to ₹ 1,000,000; subsequent offences will double or triple the penalty. Additionally, a fine of ₹ 50,000
Repeated infractions may result in the school's recognition being revoked or the government taking over.
The school can only collect fees based on the previous year's rates if a dispute is pending.
