The Telangana Legislative Assembly on Sunday, March 29, passed the Telangana Employees Accountability and Monitoring of Parental Support Bill, 2026, a law aimed at strengthening safeguards for senior citizens and ensuring children fulfil their responsibility towards ageing parents.
The legislation seeks to reinforce dignity and social security for the elderly while expanding on provisions already contained in the Maintenance and Welfare of Parents and Senior Citizens Act, 2007, as per news agency PTI.
The Bill requires public representatives, government employees and private-sector workers to care for their elderly parents. If an individual fails to meet this obligation, authorities may deduct 15% of the employee’s salary or Rs 10,000 — whichever is lower — and transfer the amount to the parents as maintenance.
Speaking in the Assembly, Chief Minister A Revanth Reddy said the measure was designed to go beyond the scope of existing central legislation.
“The state government, as a social responsibility, has brought this Bill. It is not like any other legislation. While inculcating moral values among people, if anyone neglects their parents, they should be brought under the purview of the law to ensure they care for them,” he said, as per PTI.

During the discussion, Reddy referred to the widely reported case of businessman Vijaypat Singhania, who had transferred his wealth to his son but later faced neglect.
He also remarked that it was unfortunate that such legislation had become necessary, but added that society must intervene when children fail to care for their parents.
Focus on welfare and grievance redressal
The law outlines the responsibilities of employees towards the care and maintenance of their parents. It covers key aspects of elderly welfare, including healthcare, housing and financial security.
The Bill also introduces a formal grievance redressal mechanism, allowing parents to seek maintenance from their children. Authorities will have the power to intervene in cases of neglect and ensure compliance with the law.
Officials said the legislation aims to address increasing concerns over abandonment and mistreatment of senior citizens while reinforcing traditional family support systems.
Participating in the discussion, minister Konda Surekha said, “There is no life without parents. It is everyone’s responsibility to look after them," she said, as per PTI.

“There is a need to fix responsibilities. Society needs to change its attitude towards the elderly. I sincerely appreciate the chief minister for bringing such an initiative,” she added.
Meanwhile, BJP MLA Payal Shankar described the measure as the “first of its kind in the country” and supported the legislation, while suggesting that the maintenance amount should be increased, as per PTI.
