Prime Minister Narendra Modi on Tuesday (September 9) reviewed the widespread devastation caused by heavy monsoon rains in Himachal Pradesh, conducting
an aerial survey of the worst-affected districts of Mandi and Kullu before landing in Kangra.
The state has been reeling under floods and landslides that have claimed hundreds of lives and caused massive damage to infrastructure and livelihoods.

Following his survey, PM Modi announced a financial assistance package of ₹1,500 crore for Himachal Pradesh. He said the Centre would ensure an advance release of the second instalment of the State Disaster Response Fund (SDRF) along with benefits under the PM Kisan Samman Nidhi.
Emphasising the need for a comprehensive approach, PM Modi said a “multi-dimensional view” must be taken to get the region back on its feet. He outlined steps such as rebuilding homes under the PM Awas Yojana, restoration of national highways, rehabilitation of schools, relief under the Prime Minister’s National Relief Fund (PMNRF), and provision of mini kits for livestock.
Recognising the critical importance of agriculture, he assured additional targeted assistance for farmers without power connections. Damaged houses will be geotagged to enable accurate assessment and faster delivery of aid. Similarly, schools will report and geotag damages to access support under the Samagra Shiksha Abhiyan.
Other initiatives include the construction of recharge structures for rainwater harvesting to improve groundwater levels and ensure better water management. The Union Government has also deployed Inter-Ministerial Central Teams to assess the extent of losses. Based on their reports, further relief measures may be announced.
According to the State Emergency Operation Centre (SEOC), Himachal Pradesh has suffered losses worth ₹4,122 crore between June 20 and September 8 due to incessant rains. At least 370 people have died in rain-related incidents and road accidents, while 41 remain missing. Of these fatalities, 205 were directly linked to extreme weather events — 43 deaths from landslides, 17 from cloudbursts, and nine from flash floods. Road accidents during the season claimed 165 lives.
The state’s infrastructure remains crippled with 619 roads, including four national highways, blocked, besides 1,748 power transformers and 461 water supply schemes lying defunct. The monsoon has damaged 6,344 houses, 461 shops and factories, and large stretches of government and private land.
