What is the story about?
The Brihanmumbai Municipal Corporation (BMC) on Wednesday, August 13, told the Bombay High Court that it has intensions of allowing people to feed pigeons in a controlled manner at the Dadar Kabutarkhana.
The Mumbai's civic body said that it would allow the pigeon-feeding in the morning from 6 am to 8 am, reported news agency ANI. However, this would be under certain conditions as decided by the body.
The bench of Justices GS Kulkarni and Arif Doctor asked BMC how can it change its decision based on individuals' perspectives suddenly.
"How can you issue such an order? First you made a decision in public interest, now an individual is saying something, following which you have changed your decision," the bench was quoted as
saying by ANI.
"You should go through legal procedure. If someone has appealed against your decision and you want to change it, issue a notice and seek suggestions from all stakeholders, including common public," the court added, noting that since the BMC's decision was taken while keeping larger public interests in account, the body should maintain its sanctity.

The Maharashtra government
also submitted a list of 11 names proposed for a panel to carry out the scientific study on the concerns of pigeon feeding at open places and how it impacts the health of human beings.
The court noted that the government shall notify the panel by August 20, as per news agency PTI.
The panel would comprise medical experts, and senior officials from Maharashtra's town planning and public health departments.
The BMC had banned public feeding of pigeons last month, after which the decision was challenged by animal
lovers at the Bombay HC, which did not stay the civic body's decision.
After which, last week, protests were held by demonstrators in the city against the decision.

The matter was brought up to the Supreme Court which also denied the petitioners' appeals to hearing the issue, citing that many cases were already pending before the High Court.
