A study by the Ministry of Housing, Communities and Local Government (MHCLG) has found that current tax and profit incentives are leading developers to favor demolition over retrofitting buildings. The research, which surveyed 988 industry respondents,
revealed that VAT relief is a significant factor, with nearly half of respondents citing it as a reason for choosing demolition. In the UK, new construction and certain demolitions are zero-rated for VAT, while most retrofit projects are subject to a 20% VAT rate. The study also highlighted that profitability and the relative ease of demolition are major considerations for developers. Despite the financial incentives for demolition, there is strong support for VAT reform, with over 80% of respondents advocating for harmonized VAT rates to encourage refurbishment.
