The NFL has unveiled a set of rule change proposals ahead of the league meetings in Phoenix. Key proposals include changes to onside kicks and a system to correct 'clear and obvious misses' by on-field officials. In the event of a referee work stoppage,
the NFL Officiating Department would handle call corrections. Other proposals involve allowing league personnel to consult on disqualifications and permitting teams to declare onside kicks at any time. The Pittsburgh Steelers and Cleveland Browns have also submitted proposals related to free agent negotiations and draft pick trading.
