What's Happening?
Trafigura, Entreprise Générale du Cobalt (EGC), and EVelution Energy have signed a memorandum of understanding to establish a direct cobalt supply chain between the Democratic Republic of Congo (DRC) and the United
States. This initiative aims to meet a significant portion of U.S. cobalt demand, particularly for the aerospace, defense, and electric vehicle industries, potentially addressing around 40% of national requirements. The agreement follows the December 2025 U.S.-DRC critical minerals agreement, which seeks to enhance supply chain security. EVelution Energy's facility in Arizona will process materials into battery-grade cobalt sulfate and alloy-grade metal, while EGC will supply cobalt hydroxide sourced under its state mandate in the DRC. Trafigura will manage logistics and marketing.

The establishment of a direct cobalt supply chain between the DRC and the U.S. is significant for several reasons. Cobalt is a critical component in the production of batteries for electric vehicles and other technologies, making it essential for the U.S. to secure a stable and reliable supply. This initiative supports U.S. goals to strengthen critical mineral supply chains, reindustrialize domestic manufacturing, and maintain strategic competitiveness. By enhancing supply chain security, the U.S. can reduce its reliance on other countries for critical minerals, thereby bolstering national security and economic stability. Additionally, the partnership aims to boost economic development in the DRC by assessing local refining capabilities and providing technical training programs.
What's Next?
The parties involved plan to finalize detailed commercial agreements in the coming months. Construction of EVelution Energy's facility in Arizona is set to begin in early 2027, with completion expected towards the end of 2029. The initiative also includes plans to utilize the Lobito Atlantic Railway, which aims to lower logistics costs and improve reliability, enhancing the competitiveness of the U.S.-based refining supply chain. The partnership marks a structural milestone for the DRC, aligning with international guidelines for responsible cobalt sourcing and traceability.
