The Village of Skokie is actively seeking a new developer for its stalled downtown hotel project on Oakton Street, as parties involved in a long-standing legal dispute are considering reducing or abandoning their financial claims to move the development
forward. The project, initially intended to become a Homewood Suites by Hilton, has been in limbo since 2023 due to a lawsuit filed by general contractor Russell Construction against the developer, E&M Strategic Development, over unpaid costs. Skokie had previously committed $10.5 million in Tax Increment Financing (TIF) and a $4.5 million loan to support the project, contingent on securing necessary financing, which was never obtained. The Village's Economic Vitality Manager, Rodney Tonelli, reported that 13 potential developers have shown interest, with three currently undergoing underwriting processes. The project remains in foreclosure, with an arbitration panel ruling in favor of Russell Construction's claim over the lender X-Caliber Capital. Further litigation hearings are scheduled for September.
