What's Happening?
NRG Energy has secured a loan agreement from the Texas Energy Fund (TxEF) to construct a 455-MW natural gas-fired power station at the Greens Bayou Generating Station in Harris County, near Houston. This
project is part of a broader initiative supported by the TxEF, which was established following a constitutional amendment approved by Texas voters in November 2023. The fund aims to bolster Texas's energy infrastructure, with six projects now receiving loans, collectively adding over 3.5 GW of generation capacity. The new facility is expected to begin commercial operations in 2028, with total project costs estimated at less than $617 million. The Public Utility Commission of Texas (PUCT) is providing a 20-year loan of up to $370 million at a 3% interest rate, covering 60% of the total cost.

What's Next?
The Texas Energy Fund's In-ERCOT Generation Loan Program continues to evaluate additional applications, with 11 proposals currently under review. These applications represent an additional 5,406 MW of potential new dispatchable generation for the ERCOT grid. As the program progresses, more projects may receive funding, further expanding Texas's energy infrastructure. Stakeholders, including NRG Energy and state officials, will continue to monitor the development and implementation of these projects to ensure they meet performance standards and contribute positively to the state's energy goals.
