What's Happening?
The Governmental Accounting Standards Board (GASB) is considering a significant restructuring of how it provides guidance on U.S. Generally Accepted Accounting Principles (GAAP) for state and local governments. The proposal aims to unify the guidance structure,
similar to the Financial Accounting Standards Board's (FASB) Accounting Standards Codification. GASB has released a discussion memorandum seeking feedback from stakeholders by August 31, 2026. The proposal is part of GASB's pre-agenda research and does not yet represent a consensus view. The main focus is on evaluating the effectiveness of the current dual-authority structure, which includes Original Pronouncements and the Codification, both holding equal authoritative status.
Why It's Important?
The proposed restructuring could streamline the way accounting standards are communicated and maintained, potentially making it easier for stakeholders to engage with GASB literature. A single-authority structure could reduce complexity and improve the accessibility of accounting standards for state and local governments. This change could also enhance the consistency and clarity of financial reporting, benefiting auditors, financial analysts, and policymakers who rely on these standards for decision-making. The feedback from stakeholders will be crucial in determining whether GASB moves forward with this restructuring.
What's Next?
GASB will review the feedback received from stakeholders and decide whether to add the restructuring project to its technical agenda. If pursued, the transition to a single-authority structure would involve significant changes in how accounting standards are developed and communicated. Stakeholders, including state and local governments, accounting professionals, and financial analysts, will need to prepare for potential adjustments in their processes and systems to accommodate the new structure.
